The "three types of people" against whom action should be taken were defined as those who had risen to prominence during the "cultural revolution" by following the Lin Biao and Jiang Qing counter-revolutionary cliques in rebellion, those who were still wedded to factionalism and those who during the "cultural revolution" had engaged in "beating, smashing and looting".
