On May 4, 1984, the CPC Central Committee and the State Council approved the "Summary of a Forum Attended by Participants from a Few Coastal Cities", which recommended that 14 port cities be opened to the outside world. These were, from north to south: Tianjin; Shanghai; Dalian (Liaoning Province); Qinhuangdao (Hebei Province); Yantai, Qingdao (Shandong Province); Lianyungang, Nantong (Jiangsu Province); Ningbo, Wenzhou (Zhejiang Province); Fuzhou (Fujian Province); Guangzhou, Zhanjiang (Guangdong Province); and Beihai (Guangxi Zhuang Autonomous Region).
