Wan Li (1916- ), a native of Dongping, Shandong Province, joined the Communist Party in 1936. He was a member of the Eleventh, Twlefth and Thirteenth CPC Central Committees and of the Political Bureaus of the Twelfth and Thirteenth. Earlier he had served as Minister of Railways in 1975, First Secretary of the Anhui Provincial Party Committee in 1977, and member of the Secretariat of the CPC Central Committee and Vice-Premier of the State Council in 1980. In 1988 he was elected Chairman of the Standing Committee of the Seventh National People's Congress.
