The Chinese government has paid great attention to the human rights condition in the Hong Kong Special Administrative Region (SAR), said Foreign Ministry spokeswoman Zhang Qiyue at a regular press conference on the afternoon of November 9.

From November 1-2, a HK SAR delegation formulated a report on the implementation of the relevant provisions of the International Covenant on Civil and Political Rights by the United Nations Commission on Human Rights, according to Zhang.

Despite the fact that China is not a state party to the Covenant, China transmitted the report, a first-ever such report which was compiled solely by the HK SAR government, to the UN Commission on Human Rights, in accordance with the Covenant and the principle of "one country, two systems," Zhang said.

According to the HK SAR Basic Law, provisions of the Covenant, which are adaptable to the Special Administrative Region, still apply after Hong Kong's return to the motherland, and are implemented according to the laws of the HK SAR.
