Going Among Masses: Salient Feature of "3-Emphasis' Education at County Level

This is Our Commentator's article on carrying out the "three-emphasis" education at the county (county-level city) level in an in-depth and solid way. The article runs in part as follows:

A salient feature of the first group involved in the "three-emphasis" education at the county (city) level is that some leading cadres go deep among the masses to get acquainted with the situation, listen to the masses' opinions and help them solve their practical problems. Facts indicate that it is highly necessary to do so because it is very effective and of far-reaching significance.

Our Party is the faithful representative of the fundamental interests of the broadest section of the people of the whole country. Persistently maintaining the fresh-and-blood ties with the masses of the people is our Party's fundamental political advantage, and the foundation for our Party building, holding power and winning victory. The question regarding the attitude toward the masses of the people and relationship with them is a fundamental political issue. Going deep among the masses is in itself the internal requirement of theoretical study, political awareness and healthy ethic, it is a vivid expression of the spirit of the "three-emphasis" education. Leading cadres at the county level, who are faced with great amounts of work of urban and rural grassroots units, should all the more go deep among the masses, take root among them and show concern for them.

At present, with agricultural development, rural work, the reform of State-owned enterprises (SOEs) as well as the various aspects of work at the county level being under way, there are heavy tasks and many contradictions and difficulties. Our cadres at various levels, particularly leading cadres at the county level working on the frontline, have greater need than any time to place themselves among the masses, show concern for them, conduct thorough investigation and study and get acquainted with the actual situation. When we think of problems and do things, we should regard seeking benefits for the masses as our fundamental starting-point and the base. The attitude of ignoring and being indifferent to the wellbeing of the masses is alien to our Party's nature and principle and is an expression of the impurity of Party spirit and the unhealthy tendency of the Party working style. Only by going deep among the masses to get to know what the masses are thinking of and hoping for and what they require us to do, can we accurately feel the pulse of the masses and regard the mood of the masses as the first signal of leading work, we should think of what the masses think of, anxious about what they are anxious about and help to meet their needs. With regard to problems raised and reported by the masses, we must enthusiastically handle them and earnestly help them solve these problems, we must never remain indifferent to these problems, still less should we treat the masses in a rude manner and thus intensify contradictions. We should be good at doing ideological and political work among the masses, pay attention to Party building at the grassroots level, we should conduct in-depth education in the need "to think of the source of our wealthy life and think of making further advance after becoming rich" and enhance the masses' socialist consciousness. In areas with faster economic development, we should help the locals to sum up experiences and find out their shortcomings, study and formulate measures for further development; in places with relatively backward economy, we should try every possible means to help local masses solve their difficulties, reduce their burden, and lead them to extensively open up production avenues, speed up development and get rid of poverty and become wealthy as soon as possible. Leading cadres at the county level, particularly young cadres, must seize the favorable opportunity offered by the "three-emphasis" education, go deep among the masses, get close to them, sum up experiences gained from the masses' practice, find out where they lag behind from the masses' opinions and enrich their wisdom, so as to educate and temper themselves in doing mass work and enhance their abilities.

There are extremely rich political nutrition and wisdom among the masses. In his speech given at the "three-emphasis" education conference of leading cadres in Gaozhou City, Guangdong Province, Comrade Jiang Zemin pointed out: "Each leading cadre at the county (city) level should regard the 'three-emphasis' education as a rare opportunity for modestly listening to the masses' opinions and consciously accept their supervision, so as to bring about a noticeable improvement and strengthening of the relationship between cadres and the masses. Experience indicates that going among the masses is a necessary way for finding and analyzing problems regarding Party spirit and Party style of work, and is an effective measure for guaranteeing the quality of the above-mentioned education. In the process of getting to know the situation and listening to opinions, we should pay attention to finding the problem regarding leading cadres' Party spirit and Party style of work, seeking the shortcomings of leading work from the problem to which the masses strongly react, to seeking the gap in macro-guidance and management from the concrete problems raised by the masses, and seeing the responsibility of each leading member from the masses' opinions about the leading collective. Even if some opinions are inaccurate, we should see therefrom the problems that require attention and need to be prevented. In brief, leading cadres should, through going deep among the masses to observe the condition of the masses and listen to their opinions, accurately find out, firmly seize and properly solve the outstanding problems existing in Party spirit and Party working style, have a deeper understanding of the Party's basic theory and basic line, reinforce ideal and conviction and further enhance self-consciousness in theoretical study, political awareness and healthy ethic.

Going deep among the masses requires that we have the determination and spirit of directing our eyes downward. The focus of the work of the county is on rural areas, so we should first go to villages and call at farmers' houses from door to door, live there for several days, make friends with the farmers and talk with them about everyday matters and get the first-hand materials. In particular, we should go to places where the masses have many difficulties and face numerous problems and grumbles, there we should get to know the situation and find out the problems. Leading cadres must drop their pretentious airs to really identify themselves with the masses, they should eat, live and labor together with the masses and share weal and woe with them, have an experience of their real life and observe their well-being, enhance thoughts and feelings with them, do practical things for them and be their bosom friends.

Going deep among the masses cannot be done once and for all. Going deep among the masses should be put high on the agenda of the "three-emphasis" education. This should be done in the first stage, it should also be done in the following few stages, particularly in the stage of self-analysis and rectification, going down to the masses to listen to their opinions will bring one great benefit. Attention should be paid to creating new methods and accumulating new experiences through listening to the masses' opinions and institutionalizing them, so as to carry on this work for a long period of time and make it really become a constant, conscious action of leading cadres.
