HK Sets up New Web-based Tendering System

A new web-based electronic tendering system has been set up in Hong Kong to meet the demands of fast growing e-commerce, a senior official said Tuesday.

The Electronic Tendering System of the Government Supplies Department (GSD) was one of the few in the world which enabled subscribers not only to browse and download tender documents but also to submit tender offers, Director of Government Supplies Nigel Shipman said.

Introducing the system at the 10th International Public Procurement Association (IPPA) Conference, Shipman said that the new system was Hong Kong's first government-to-business application, representing a milestone in the government's commitment to using the Internet for the delivery of services and e-commerce.

The system, launched on April 7, provided an online infrastructure for supplier registration, notification of tenders, downloading tender documents, receiving and responding to inquiries, submission of tender offers and contract award notices, Shipman said.

Shipman, who is also president of the IPPA, said that the system facilitated GSD to procure the best products and services in a cost-effective and timely manner for all Government departments.

Because the system is web-based, there are no restrictions of geography or time zone, he said, adding that as a result, GSD tenders are accessible on a round-the-clock basis, making it far easier for suppliers worldwide to participate in Hong Kong's procurement process.

The 10th IPPA Conference has attracted some 70 delegates from 29 countries and three international organizations.
