Representatives from Beijing, Shanghai, Shenzhen, Xi'an and Yangling high and new tech zones lately inked a declaration for cooperation in jointly launching a "world class" high-tech garden geared to the 21st century in Xi'an, Shannxi Province.

The declaration, sponsored by China's Science and Technology Ministry, has required all parties concerned to further accelerate full-quarter opening-up and flow of science and technology elements in markets.

Demands have been raised by the representatives for non-economic market barriers preventing capital flow, exchange of personnel and making transactions to be removed along with an optimum use of resources and doing away with various forms of unreasonable administrative interference and vitriolic competition that imperil the normal operation of markets.

The representatives also through issuing the declaration express their strong confidence in joint efforts for promoting information cooperation and common development.
