The Chernobyl nuclear power plant, scene of the world's worst nuclear accident, will close by Dec. 15, President Leonid Kuchma said Monday. Kuchma made the announcement with President Clinton at his side. The United States is helping finance the reactor shutdown. The two leaders' brief meeting followed a two-day summit in Moscow between Clinton and Russian President Vladimir Putin. Clinton said the United States would provide $78 million to help contain radiation at the troubled plant and $2 million for safety measures at other nuclear power plants in Ukraine.
