Shandong to Socialize University Logistic Service

Shandong Province has lately worked out a reform plan for the basic socialization of logistic services and establishment of a new rear service security system in the province's institutions of higher learning in three years.

The concrete way for the reform will be like this :with regard to the management system, the original rear service system will be separated from university administrative management mechanism to organize a rear service entity. A university can set up a rear service management institution to make overall arrangements, organize and coordinate its logistics work and, in the form of economic contract, represents the university to exercise supervision over the operation and service activities of the rear service entity; with respect to financial management, administrative allocation will be changed into paid service charge; as regards the management of assets, a general checkup will be conducted on the logistic assets originally under logistic management and use. In addition, Shandong calls for the gradual establishment of a diversified university logistic investment system, which will be given necessary financial support by the government through preferential policies.

The province also demands that water and power supply, telephone and other services in universities, where conditions permit, must be transferred to the management of the socio-economic service organization by the end of 2002, university-run nurseries, kindergartens, hospitals not run by medical colleges, and schools not run by normal universities, should be gradually separated from institutions of higher education.
