China to Reform Cadre-Selection System
China will expand democracy in selecting cadres, said Zeng Qinghong, head of the Organization Department of the Communist Party of China.
The country will expand ordinary people's rights to select and supervise cadres, including the right to know about and participate in the selecting process, he told a national meeting on the reform of the personnel system, which ended today in this coastal city in Shandong Province.
A system combining the people's recommendation, public opinion polls and democratic evaluation should be established in this regard, he vowed.
In three to five years, the country will create a mechanism mandating that information on the qualifications of the candidates for posts at and below the prefecture or bureau level should be publicized before they are appointed, according to Zeng.
He said that the move is aimed at cultivating high-quality officials for the 21st century.
The Communist Party of China, with more than 60 million members, has been giving top priority to the cadre issue, while a fight against corruption among high-level officials is being intensified.
