Staff Director System Required for Solely State-Funded or Holding Enterprises

According to a document published recently in Beijing, the staff director and supervisor systems are required to be established in exclusively State-owned and holding companies to ensure implementation of the guideline for wholehearted reliance on the working class.

It's reported that this document requires that staff directors and supervisors be elected through workers congress or workers representative conference according to legal procedures and personnel holding posts of high-level administrative management can't join in the boards of directors and supervisors. The staff directors will be responsible mainly for participating in enterprises' decision-making and business management, they fully reflect the wishes and demands of the staff, safeguard the legal rights of the staff, and link the board of directors with the employees at large. The staff supervisors will be in charge of supervising financial activities and the operational and management activities and the conduct of enterprises' leading members in accordance with relevant laws and regulations and financial department's provisions to guarantee the interests of the State's assets and the staff.

It is provided that the staff directors and supervisors should report their work to the staff representative conference each year and answer any questions raised by the representatives. In order to give better play to the role of these directors and supervisors, the document requires enterprises to create necessary conditions for them to have an overall understanding of companies' circumstances and participate in consultation and argumentation before an important decision is made, to ensure their attending relevant training courses and to raise their professional knowledge and decision-making ability.
