CPPCC Proposals Vital to Decision-Making

Proposals and advice on various important state affairs offered by members of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, have played an important role in the country's decision-making process.

Statistics show that since the third session of the Ninth National Committee of the CPPCC, 3,372 out of 3,733 proposals submitted by CPPCC National Committee members have been put on record. Most of them have been accepted or are being considered by the government.

Offering suggestions on major issues of state affairs is one of the ways for members of the CPPCC National Committee, non- Communist parties and other people's groups to participate in political affairs of the country, and the practice has been supported by the Communist Party of China (CPC) Central Committee and the State Council.

He Guangyuan, chairman of the Subcommittee for Handling Proposals of 9th CPPCC National Committee, said at a meeting here Tuesday that the advice submitted was based on CPPCC members' political responsibility. The practical advice was mostly on issues regarding the country's economic development and other publicly concerned topics.

All the proposals were submitted to the CPC Central Committee, the National People's Congress (NPC) Standing Committee, the State Council, the Central Military Commission, and the governments at provincial levels. So far, almost all proposals have been handled or responded to, he said.

Officials with the State Development Planning Commission, State Economic and Trade Commission, Ministry of Education, Ministry of Finance, Ministry of Labor and Social Security present at the meeting highly valued the advices and suggestions offered by CPPCC members.
