Premier Encourages Shanghai to Speed up Modernization Drive
Chinese Premier Zhu Rongji has urged Shanghai to seize favorable opportunities and make full use of its advantages to speed up its modernization drive.

Zhu, also a member of the Standing Committee of the Political Bureau of the Chinese Communist Party Central Committee, made the remark during his inspection tour in this leading industrial and commercial city of China between April 16-18.

The premier said Shanghai must move faster to optimize and upgrade its industrial structure and improve its industrial quality and competitiveness, in order to achieve its goal to be the first to realize modernization in the country in the new century.

Zhu stressed the importance of developing high-tech industries and using high technology and other advanced applicable technologies to reform the city's traditional industries.

Zhu praised Shanghai for its achievements made in the reform, opening up and modernization drive.

While speeding up urban modernization, great attention should be paid to the protection and improvement of urban ecological environment, said Premier Zhu.

He said that greater efforts are needed to speed up the pace of scientific and technological innovation, especially the development of high technologies, which constitute a powerful force behind sustained economic and social development.

Zhu pointed out, economic and technological competition in today's world actually is a competition of talents. He said that it is imperative to exert greater efforts to train and gather outstanding talents and set up a new mechanism, which can give full play to talented people and provide them with a sound working and living environment.

Zhu also spoke on promotion of socialist ethics, improvement of China's legal system of socialist democracy, and the importance of maintaining a good social and economic order.
