White Paper on China's Human Rights in 2000

State Council issued Monday, April 9, a white paper on China's human rights cause in 2000.
The following is the full text of the white paper entitled Progress in China's Human
Rights Cause in 2000:
The year 2000 was a year of milestone-like significance in the course of China's
development along modern lines, and also a year that witnessed continued advance in
China's human rights cause. In 2000, the Ninth Five-Year Plan for National Economic and
Social Development was successfully completed, the development of the western region got
off to a good start, the economy developed in a healthy way, the democratic and legal
systems were continuously strengthened, and the human rights situation maintained a good
momentum of development.
