Hui ethnic group; born January, 1941; a native of Lingyuan, Liaoning Province; joined
Communist Party of China (CPC) April, 1971; started work August, 1964; graduated from
Shenyang Agricultural College; university education; a member of 15th CPC Central
Committee; secretary of leading Party group of All-China Federation of Supply and
Marketing Cooperatives, ministerial level.
Served as
deputy Party secretary and mayor of Yingkou City, Liaoning from 1983 to 1984; Party
secretary of Panjin City, Liaoning from 1984 to 1985; standing committee member of CPC
Liaoning Provincial Committee and vice-governor of Liaoning Province from 1985 to 1986.
Served as
deputy secretary of CPC Ningxia Hui Autonomous Regional Committee and chairman of Ningxia
Hui Autonomous Regional People's Government from 1987 to 1997; secretary of leading Party
group of All-China Federation of Supply and Marketing Cooperatives since 1997.
Bai has been
member of 13th to 15th CPC Central Committees.
