Yang, born in
1926, native of Renshou, Sichuan Province, jointed Communist Party of China (CPC) in 1952,
received equivalent high-school education..
Did youth work
and took charge of it, and joined a land reform team in native county, 1950-54, worked as
deputy head of the Organizational Department of CPC Renshou County Committee, 1954-56,
deputy secretary and secretary of CPC Renshou County Committee, 1956-76.
Promoted to
the post of secretary of CPC Leshan Prefecture Committee in Sichuan, 1977-78, and served
as vice-governor of Sichuan Province, member of the secretariat of CPC Sichuan provincial
committee and executive secretary of the CPC provincial committee, 1978-83.
Stayed as
Sichuan Provincial Party Secretary, 1983-87; and served as member of the Political Bureau
of CPC Central Committee and secretary of the CPC Sichuan Provincial Committee, 1987-92;
and secretary of the CPC Sichuan Provincial Committee, 1992-93.
He has been
vice-chairman of CPPCC National Committee and member of the Party Group of CPPCC National
Committee since 1993,
Yang was
member of the 12th and 13th CPC Central Committees and member of the Political Bureau of
the 13th CPC Central Committee.
Yang was
elected vice-chairman of the Eighth CPPCC National Committee.
