BEIJING, Aug. 29 -- Chinese Vice Foreign Minister Zhang Yesui will act as President Xi Jinping's special envoy to attend a U.N. small island summit in Samoa, Foreign Ministry spokesman Hong Lei announced Friday.

The Third UN Conference on Small Island Developing States will be held in Samoa in the Pacific from Sept. 1 to 4.
