The documents leaked by Edward Snowden show that US National Security agency has tried to gain access to sensitive data in the global communications industry. The documents describe a range of clandestine field activities that are among the agency’s “core secrets” when it comes to computer network attacks. This clearly reveals the true colors of the US for all its posturing as the world's policeman.

The documents suggest that the US has had agents in China, Germany, and South Korea engaging in programs that use “physical subversion” to infiltrate networks and devices.

The latest leak by Snowden has again proved that the US is the world's biggest network attacker and spy. For many years this country, relying on its advanced technology and sophisticated network infrastructure, has been spying on other foreign governments, enterprises and individuals. Nevertheless, the US refuses to reflect on what it had done or give any clear explanation to the international community. Even worse, the US has accused Chinese soldiers of launching hacker attacks against it, demonstrating US hypocrisy and its desperation for hegemony in the field of network security.

China has been a genuine victim of cyber attacks. Statistics show that the China military department’s user terminal has been subject to repeated net attacks, mainly from the US. From March 10 to May 18 this year, 2077 US Trojans and botnets took control of 1.2 million Chinese mainframes. China has asked the US to stop attacking Chinese networks but the US carries on regardless.

China defends its cyberspace security resolutely. The Chinese government and military have never launched any cyber attacks. Confronted with threats of internet attack, China remains committed to combating cyberspace crime. The US can smear China all it wants; it will not succeed in erasing its image as a network attacker.

We urge the US to reflect on its network attacks and contribute to the stability of cyberspace. We appeal to the international community to set international network rules and carry out international cooperation on network security based on mutual respect and equality.
