CS-SIP is being developed according to Master Plan drawn by Chinese and Singapore experts. The plan adapted the advanced urban construction experience of Singapore and other countries in the world. It covers 70 sq km, starting with west-most parcel and moving eastwards. CS-SIP is being developed in three phases. The 8-sq km-Phase I area, adjacent to the Old City, will be built into a central district of industry and commerce integrating finance and tourism. The Phase II area is about 23 sq km and will be turned into a high-tech industrial district with waterfront features. The Phase II surrounds 7 sq km Jinji Lake, one of the largest urban fresh water lakes in eastern China. The vast land of Phase III, totaling 32 sq km, is close to Shanghai and expected to become a base of technology-intensive manufacturing and processing industries. While industrial development is the foundation of the Park, areas designated for housing, commerce and social amenities will cater to the projected population of 600,000, including a workforce of about 360,000. The commercial section, torch-shaped parcel in the center of Phase I, is designed to be the future Central Business District of SIP. It encloses a canal branching from the Grand Canal System in the Old City to the waterfront of Jinji Lake. The Master Plan and detailed implementation plans form an integrated and scientific designing system. It highlights environment quality and strives to create an investment climate conducive to high-tech industrial clusters. It also emphasizes well-coordinated structure of industry, transportation, commerce and living.
