One-stop Service
SIPAC's One-stop Service builds on the foundation of pro-business mindset through adapting
Singapore's experience. A whole range of services is offered in every stage from enterprise
incorporation, plant construction, labor recruitment, taxation and business operation to
issuing invitation for expatriates' entry.

SIPAC has set up a One-stop Service Center on the 2nd floor of the International Building
(No. 2, Suhua Road, SIP) to speed up the investment process and business services. The
Planning & Construction Bureau, the Industry & Commerce Administration Bureau, Suzhou
Entry-Exit Inspection and Quarantine Bureau, the Economic and Trade Development Bureau,
the Finance & Taxation Bureau and the Foreign Affairs Office all have front desks there.
Public complaints are also handled at the Center.

Public Service Commitment
SIPAC began the trial implementation of Public Service Commitment in Oct. 1998 and
formally launched it in Apr. 2000 after careful revision. The Commitment aims to
improve customer service and build a lean, efficient and clean government.

Under the commitment pledge, all administrative approvals will generally not
exceed three working days. The maximum time allowed is seven working days.
If more time is needed, the applicant should be informed. Breakdown of public
utilities should be handled within 24 hours and major breakdown within 72 hours.

Government fees have been reduced from already condensed list of 27 to 7 items.
Enterprises and individuals may refuse to pay the fees that do not fall under
the established categories. Inquiries and letters should be replied within
maximum 7 days. A round-clock on-duty service hotline(0512-2880114) is open
to deal with various kinds of emergencies.
