China to Create 8 Million Jobs Next Year

The Chinese Labor and Social Security Ministry will try to provide jobs for eight million more people next year, and limit the national unemployment rate to around 4.5 percent, according to a national conference on labor and social security held Wednesday in Shanghai.

To fulfill the plan, the ministry will take a series of preferential measures, as follows:

  • Creating more job opportunities through developing community and household services.


  • Improving the labor market system and setting up more employment agencies in local communities and townships.

  • Developing professional training for new industries and the modernized service industry, so as to improve the workers' skills and innovation ability.


  • Implementing and improving the preferential re-employment policies, and removing the barriers to the freedom to seek jobs.


  • Ministry officials noted the country is to bear "more pressure'' next year due to the "pessimistic'' international economic environment, as well as the on-going reform of State-owned enterprises.

    Conference for Labor Security
    Vice-Premier Wu Bangguo December 12 sent a message to the national meeting on labour and social security, which started Thursday and runs to December 14 in Shanghai, saying the central and local governments need to "explore and create more channels'' for employment to ensure the country's social stability.

    The State aims to establish 100 employment centres for community service in major cities nationwide next year, according to the ministry.

    China Vows to Increase Employment Rate
    The Central Economic Working Conference which was held November 27 to 29 urged the nation to create more jobs so as to improve people's living standards.

    The meeting said that the country's employment situation is of political importance as it is vital for stability, reform and opening up. Therefore committees of the Communist Party of China and governments at all levels should pay close attention to the employment situation and work to provide more jobs.
