Jiang Says 'Shanghai Spirit' Useful Reference for New World Order

Chinese President Jiang Zemin said Friday in St. Petersburg that in the effort to establish a new and fair world order, "Cold War Mentality" must be discarded and replaced with a new concept of security.

Chinese President Jiang Zemin said Friday in St. Petersburg that in the effort to establish a new and fair world order, "Cold War Mentality" must be discarded and replaced with a new concept of security.

Addressing leaders from the six-member countries of the SCO at their St. Petersburg summit, the second of its kind since the SCO' s inauguration last year in Shanghai, Jiang said that in this regard, the "Shanghai spirit" of mutual trust and benefit, equality, consultation, respect of different civilizations, and common prosperity could provide an important and useful reference.

Russian President Vladimir Putin, Kazakh President Nursultan Nazarbayev, Kyrgyz President Askar Akayev, Tajikistan President Emomali Rakhmonov, Uzbekistan President Islam Karimov, as well as the Chinese president are attending the one-day summit.

In his speech, Jiang noted that although peace and development remain unchanged as the main themes of the current era, today's world is by no means a peaceful one and there are still a number of worsening problems, such as power politics, unilateralism, ethnic and religious conflicts, terrorism, environment, poverty, drugs and refugees.

Faced with these problems, every statesman with vision and sense of responsibility should seriously contemplate the important subjects of maintaining world peace and promoting common development for the well-being of the world's peoples, he said.

In this connection, he said that the "Shanghai spirit" could provide an important and useful reference, as it calls for mutual trust and cooperation in seeking security and settling disputes by means of consultation.

The "Shanghai spirit" also calls for respect for different civilizations and equality for all countries regardless of their size, he said, pointing out that it is all the more important for countries around the world to interact with each other according to the principle of equality and mutual benefit, as economic globalization surges ahead.

China Calls for More Security Cooperation Among SCO Members
President Jiang said the SCO member countries need to deepen their cooperation in the area of security and intensify their efforts to crack down on terrorism, separatism and extremism to maintain peace and stability.

In addition to security cooperation, Jiang said the six countries should also try to strengthen their cooperation in the field of trade and economy, tapping the potential of each country' s resources.

Security cooperation, trade and economic cooperation are complementary to each other in driving regional cooperation and the development of the SCO, the Chinese leader said.

China Calls for Institutionalizing Shanghai Cooperation Organization
Jiang said that for now, the top priority task for the SCO was to gear up efforts to institutionalize the organization.

Established on the basis of the former "Shanghai Five," a regional forum on security and economic cooperation among China, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan, the SCO is comprised of the five former members plus Uzbekistan.

The adoption of the SCO Charter at Friday's one-day summit was an important step in the course of institutionalization, and additional efforts should be made to work out other relevant documents, and to prepare for setting up a SCO secretariat and a regional anti-terrorism agency, the Chinese president urged.

Jiang also said that it was of key importance for the member countries to close their ranks and step up their coordination in the future development of the SCO.

However, he stressed that to strengthen the unity and coordination among the SCO member nations does not mean to make the SCO a regional body exclusive to other countries and other organizations.

China has always maintained that the SCO would uphold the principle of non-alignment, not targeting a third country or other regions, and being open to the outside world, he said.

The SCO would actively seek dialogue, exchange and cooperation with other countries and international organizations, in the interest of regional stability and development, he added.
