The Administrative Secretary ofthe Hong Kong Special Administrative Region (HKSAR), Donald Tsang, said Monday that he will continue to safeguard the principle of "one country, two systems" and promote the high degree of autonomy here.

"Hong Kong people share the common ideal of progress, freedom, stability, opportunity and high quality...," Tsang told reporters in a press briefing at the Central Government Office shortly afterhe was appointed a principal official of the HKSAR government.

"We aspire to carry our success as an international financial center to our future generations, and to turn the hearts and mindsof our children towards a quest for knowledge and a concern for civility," he said.

Tsang also pledged to continue to unite Hong Kong people to work towards a higher level of economic success.

"We will leverage these values and our strengths as Asia's world city, the leading financial center serving the mainland of China and as the commercial, logistics and marketing dynamo of the Pearl River Delta," he said.

Tsang said as Hong Kong is undergoing a difficult and painful restructuring, the HKSAR government will endeavor to resolve problems, such as unemployment, hardship and anxiety to many in our community.

"I believe that an important task of the second term administration is to tackle these problems head-on and to provide the policies and leadership required to prevail over them," he said.

However, he reminded the public that the current economic recession in Hong Kong is a result of the worldwide economic recession, but he still encouraged the community to rekindle the spirit of progress and inventiveness that has driven Hong Kong's success.
