China Sets up Marine Functional Zones
China's State Oceanic Administration (SOA) Tuesday issued a document on the establishment of marine functional zones (MFZ) for the sustained development of the marine economy.
China's State Oceanic Administration (SOA) Tuesday issued a document on the establishment of marine functional zones (MFZ) for the sustained development of the marine economy.
The Division of National Marine Functional Zones has been approved by the State Council, China's cabinet, said Wang Fei, spokesman for SOA.
The water areas covered by the document include "internal waters, territorial seas, contiguous zones, exclusive economic zones, continental shelves and other sea areas," he said.
Such divisions aim to "control and direct the use of sea areas,protect and improve marine ecological environment and the rationalexploitation of seas and the sustained development of the marine economy," said Wang.
The move will focus on the following three major aspects:
-- Dividing sea areas under China's administration into ten categories, which involve harbor and shipping, fishery resources and conservation, tourism, mineral resources use, seawater resources use, ocean energy utilization, engineering use, marine protected area, special use and reserved areas.
-- Designating the main functions in 30 important sea areas, mainly in the coastal areas, archipelagoes and resource development areas in the Bohai Sea, Yellow Sea, East China Sea andSouth China Sea.
-- Formulating and implementing measures to improve the division system and strengthening supervision.
Sun Shuxian, director of the SOA's Department of Sea Area Management, said the division is based on location, natural resources, environmental conditions and requirements for development.
"Such an action is to provide scientific grounds for the management, use and protection of the marine environment for national socio-economic development," Sun said.
