China Succeeded in Family Planning, Ratio of Minors Drops by Big Margin

With the economic and social development and successful implementation of the family planning policy, the ratio of China's children and juveniles has shown a big downturn, and the environment for children's healthy growth has witnessed a constant turn for the better, reported an official press.

According to a latest statistics released by the National Bureau of Statistics, China's population aged from zero to 14 hits 290 million, accounting for 22.89 percent of the total, down 4.8 percent as against 27.69 percent in 1990's census. Meanwhile, the ratio for upbringing has also dropped to 32.71 percent from 41.48 percent in 1990, which refers to the ratio of people aged 14 as against the 15-64 years old, a measurement of the burden degree on the labors.

Counting in urban and rural areas, children and juveniles make up a respective 18.42 and 25.52 percent of the nation's total population. And from the perspective of regional distribution, the mid-west regions have a higher ratio both in population or upbringing of the young than the nation's average.

Education situations of China's schooling children have in a certain degree been improved too. Take the "State Compulsory Education Project in Poverty-Stricken Areas" for example. The central and local governments have appropriated 11.6 billion yuan and funded a stipend of 130 million, aiding the schooling children in poverty-stricken areas. Moreover, all areas have strengthened their administration on school attendance and school quitting so as to ensure that children receive relatively complete education. Thanks to all these measures, China's net rate of primary school attendance has reached a quite high level.
