China Strengthens Export Control of Dual-use Biological Agents: MOFTEC Spokeswoman

The promulgation of China's Regulations on Export Control of Dual-use Biological Agents and Related Equipment and Technologies, and the corresponding export control list, is an important measure to reinforce export control and improve export system.

Ministry of Foreign Trade and Economic Cooperation (MOFTEC) spokeswoman Gao Yan made the statement Thursday.

China has always attached great importance to non-proliferation export control and continues to improve relevant legal systems on the basis of domestic policies and through studying other countries' practices.

One of the fundamental laws in the field of foreign trade, China's Foreign Trade Law, promulgated in 1994, clearly defines the types of goods and technology whose import and export are limited or prohibited, she said.

Regulations concerning the control of chemical products, nuclear exports, military exports, dual-use nuclear products and missiles and that of related technologies promulgated in recent years, are of great importance to China's export management, implementation of non-proliferation policy and international obligations, since they contribute to safeguarding national security and public interests and comply with normal foreign trade practices, she said.

China has established a comprehensive non-proliferation and export control regime covering all sensitive items in nuclear, biological, chemical and missile field, she said.

As a ministry responsible for export control, MOFTEC will take effective measures, together with other departments, to ensure the implementation of the above-mentioned regulations, so as to further the process of building legislation concerning export control, she said.
