South Korean President Kim Dae-jung and President-elect Roh Moo-hyun in their New Year messages on Tuesday vowed to ensure 2003 will be a turning point in improving inter-Korean relations and bringing lasting peace to the Korean Peninsula.

In his New Year message, distributed in advance to media outlets, Kim said, "We should rally behind the incoming administration to resolve the North Korean nuclear problem and help peace take root on the Korean Peninsula."

Roh, in a separate message, said the past year was a year of "a great victory for Korean people."

"Responding to the aspirations people showed in the Dec. 19 election, I will devote myself to abolishing authoritarianism, regionalism and the culture of corruption prevalent in the political community, and lead the way toward national reconciliation and a brighter future," Roh said.

The president-elect promised to bring more transparency to the economy, help create a better environment for businesses and provide more jobs to achieve a vibrant economy where the fear of joblessness no longer exists.

"I will seek settlement over the North's efforts to develop nuclear and other weapons of mass destruction through peaceful dialogue," he said. Roh was elected on the ticket of the Millennium Democratic Party (MDP), which Kim founded but has since severed ties with. The two will have dinner on Jan. 3 together with their wives. Roh takes office from Feb. 25.
