Simplified Formalities Make Private Flights Possible

As one of the general aviation activities, it's now possible for Chinese citizens to take a flight piloting a private aircraft, according to the Regulation for Flight Control of General Aviation issued Monday, which will enter into effect on May 1, 2003.

As one of the general aviation activities, it's now possible for Chinese citizens to take a flight piloting a private aircraft, according to the Regulation for Flight Control of General Aviation issued Monday, which will enter into effect on May 1, 2003.

All aircraft used in general aviation, either belonging to the nation or an individual, is subject to the terms of the regulation, related official said. From now on, individuals can apply to aviation control departments for private flights, and the examination and approval formalities have been much simplified.

In the past a private flight must be approved by the state each time it is taken, now the Regulation allows a temporary air zone be designated for as long as one year's use.

Besides, the approval time is also remarkably shortened. In the past the application must be made one week earlier ahead of the flight, now an application before 15:00 of the day before the flight is enough, and related department will give approval at 21:00 the same day at the latest.

In case of emergencies such as first aid and disaster relief, the application can be made one hour before the flight, and approval will be given 15 minutes before the flight. The cut of approval time has made private flights possible and much more convenient.

China Regulates General Aviation Activities
Chinese Premier Zhu Rongji and Central Military Commission Chairman Jiang Zemin have recently signed a decree regulating the country's general aviation industry.

Sources say the regulation, known as the Regulation for Flight Control of General Aviation and formulated in accordance with internationally accepted practices, will help China make better use of its airspace, ensure aviation safety and ensure the smooth development of the country's general aviation activities.

General aviation refers to all aviation activities with the exception of those related to the military, the police, customs and public transportation, the sources explained.

It involves flights undertaken by a wide variety of sectors, including manufacturing, agriculture, forestry, fishery, mining and maritime monitoring and survey. It also includes flights related to scientific experiments, remote sensing surveys, sports and sightseeing.

The regulation, which will take effect on May 1, 2003, consists of seven chapters and 45 articles.

All those engaged in general aviation activities in China are subject to the terms of the regulation.

The regulation also applies to the release of free and unmanned air balloons and fixed balloons.

Violations of regulation that cause serious consequences will be subject to criminal prosecution, the regulation stipulates.
