CMC Stresses PLA Personnel Training Strategy

Chairman of China's Central Military Commission Jiang Zemin urged Chinese armies should focus more on the construction of human resources and cultivating more talented military elites at a meeting with delegates to a military personnel training seminar on Friday.

CMC Stresses PLA Personnel Training Strategy
Qualified personnel are vital to the country's military construction, said Jiang Zemin, chairman of the Central Military Commission (CMC) Friday, at a meeting with delegates to a military personnel training seminar.

Jiang Zemin and CMC vice-chairmen Hu Jintao, Guo Boxiong, and Cao Gangchuan visited the delegates.

Jiang said the fast changing military reforms in the world require the Chinese military to adapt to higher standards and train competent soldiers. He said the Iraq war has once again proved that under the high-tech conditions the decisive factor of a war is still the quality of the soldiers.

Jiang Zemin said the People's Liberation Army should give top priority to high-quality military personnel training, especially against the backdrop of global military reforms centering on information technology.

He said improving the PLA's military quality was dependent on research and development, which is urgent in changing the domestic and international situation.

He urged the PLA soldiers to gain knowledge not only from books but also from daily practices. Jiang encouraged the officers and soldiers of the whole army to study military theories, cultural knowledge and sciences to meet the need of the Chinese army's modernization and improve the Chinese military strength.

The chairman called for soldiers to take the initiative in enhancing their formation through the study of culture, science and technology, as well as military skills.

Jiang praised the Chinese people and the PLA for their achievements in fighting the diseases of severe acute respiratory syndrome under the leadership of the Central Committee of the Communist Party of China, the State Council, and the CMC.

The ongoing military personnel training seminar has summed up the PLA's achievements in training and churning out large batches of highly qualified military personnel over the past two decades.

Currently, the PLA has 213 doctoral and 700 masters� education sites under its arm. These institutions have turned out a total of 26,000 doctorate and masters degree holders. Over 100 of them hold leading posts at division and regiment levels.
