Putin names Mikhail Fradkov as prime minister

Russian President Vladimir Putin on Monday named Mikhail Fradkov, Russia's representative to the European Union, as prime minister candidate.

Russian President Vladimir Putin on Monday named Mikhail Fradkov, Russia's representative to the European Union, as prime minister candidate.

Putin made the proposal at a meeting with parliamentary deputies, almost six days after he dismissed the government led bysacked Prime Minister Mikhail Kasyanov, Interfax news agency reported.

Putin said that his opinion on the premier candidate coincided with the opinion of parliamentary majority, which is expected to ratify the nominee soon.

"We face the difficult task of putting forward a candidate for the post of the government chairman to the country," Putin was quoted as saying.

"It should be a highly professional and decent person with ample experience in different spheres of public life," said Putin.

Russia's State Duma (lower house) will formally consider the candidacy of Mikhail Fradkov for prime minister at a session on March 5, Inferfax news agency said.

Russia's stock market prices fell after the nomination was announced, according to Interfax.

Fradkov was born on Sept. 1, 1950 in the Kuibyshev region, now called Samara. He graduated in 1972 from the Moscow Instrument-Building Institute and in 1981 from the Foreign Trade Academy.

In 1973, he started his career in foreign economic relations and worked with the economic section of the Soviet Embassy in India until 1975.

From 1975 to 1984, Fradkov worked with the Tyazhpromexport foreign trade company.

From 1985 to 1991, he held various positions at the Ministry for Foreign Economic Relations and later acted as Russia's representative at General Agreement on Tariffs and Trade (GATT) inGeneva.

Fradkov was appointed Deputy Minister for Foreign Economic Relations in Dec. 1992 and took the office of the First Deputy Minister for Foreign Economic Relations in Oct. 1993.

He served as Minister of Foreign Economic Relations and Trade from Oct.1997 to 1998, when the ministry was reorganized.

In February 1999, Fradkov was appointed head of the Ingosstrakhinsurance company in which he served as the board chairman since 1998.

In May 1999, he was appointed trade minister.

In May 2000, he became First Deputy Secretary of the Security Council and on March 28, 2001, head of the Federal Tax Police Service.

On March 11, 2003, Fradkov was named Russia's envoy to the European Union.

He can speak English and Spanish. He has two children.
