Kerry introduces four principles of U.S. Asia-Pacific policies

TOKYO, April 15 (Xinhua) -- U.S. Secretary of State John Kerry introduced here Monday four principles of the U.S. policies toward the Asia-Pacific region and said his country will continue to build on its "active and enduring" presence in the region.

Speaking at Tokyo Institute of Technology, Kerry called Asia as the world's most dynamic region, but also "home to both numerous opportunities and numerous challenges as the same time."

Kerry asked countries in the region to join together and move forward to make progress in coping with regional challenges and he introduced four principles, namely strong growth, fair growth, smart growth and just growth, to help the countries to achieve the goal.

On security issues, he said the United States will continue to rely on its alliance network in the region to maintain regional and global stability and peace.

"The successful region that we can build as partners must be stable, peaceful and contributor to global security. The presence of the United States in the Asia-Pacific and our network of alliance..has already formed a fundamental platform," said Kerry.

He also asked countries in the region to think "creatively and innovatively" to work together to find peaceful solutions to the territorial disputes and cope with transnational threats like cyber attack.

In the economic domain, Kerry emphasized on open, transparent, accountable and fair markets that enjoy sustainable economies, free trade and fast growth, adding "it must offer every nation, big and small, a seat at the table and clear sense of what everybody's responsibilities are."

Kerry also called for regional efforts to fight against climate change through smarter and green energy policies. "It is not a choice, but a thing we have to do..it will not jeopardize our economies, but grow our economies," said the secretary of state.

The United States will also boost partnership with countries that share the values of democracy, rule of law and universal human rights, he added.

Kerry also said the United States will more actively participate in regional institutional framework such as the Association of Southeast Asian Nations, the East Asian Summit and the Asia-Pacific Economic Cooperation.

Kerry is on a three-Asian-country visit that already brought him to South Korea and China amid tensions on the Korean Peninsula. Japan is the last stop of his tour.
