New framework for Vietnam-U.S. relations

HANOI, July 29 (Xinhua) -- Vietnamese President Truong Tan Sang 's visit to the United States on July 24-26 has formed a new framework for the development of Vietnam-U.S. relations in the new period, Foreign Minister Pham Binh Minh told the press on Sunday following the visit.

"President Sang's trip is an important step in implementing the foreign policy of independence, self-reliance, multi- lateralisation, diversification of relations, and proactive international integration as set out by the 11th Congress of the Communist party of Vietnam, with the aim of elevating the country' s position and deepening relations with important partners, including the U.S.", state-run Vietnam News Agency reported on Monday, quoting FM Minh as saying.

According to Minh, among four notable outcomes of the visit, the first and most significant one is that the two sides decided to establish the Vietnam-U.S. comprehensive partnership, which has formed a new framework for bilateral relations in the new period, boosting relations both on scale and in depth, particularly in fields of the two countries' shared interest and of Vietnam's priority, including economics, trade, science-technology, education and training, and addressing post-war consequences.

A joint statement was issued by the two presidents of Vietnam and the United States, which has fully covered the principles and contents for development of bilateral ties towards a practical and sustainable manner, reported Tien Phong (Pioneer) newspaper.

Secondly, the two sides considered economic and trade cooperation as a foundation and impetus to promoting ties between the two countries. The U.S. companies and business men will be encouraged to come to Vietnam doing business, especially in such areas as high technologies, energy, manufacturing, environment, information technology, human resource development.

Presidents Truong Tan Sang and Barack Obama have confirmed their commitment in completing the signing of the Trans-Pacific Partnership (TPP) agreement in the soonest time possible, reported the newspaper.

Thirdly, President Sang's visit, the first high-ranking visit between Vietnam and the United States over the past five years, manifested Vietnam's active integration into the world, and that the country is a responsible member of the international community.

In his talks with President Obama, his speech delivered at the Center for International Strategic Research, and his meeting with Secretary General of the United Nations Ban Ki-moon, President Sang shared his assessment of the global and regional situation, and the role of ASEAN in the regional under-forming structure.

Lastly, the visit reflected the effective coordination of the Vietnamese State's and people-to-people diplomacy. Besides the president's official working schedule, his entourage including representatives of ministries, veterans, religious leaders and business men also had respective working sessions and meetings with their American counterparts to boost cooperation.

"Vietnam will continue considering the U.S. as a leading partner and the U.S. also gives an important place to Vietnam in its regional policy," said the Vietnamese foreign minister.
