Study on Guizhou’s Community-based Drug Rehabilitation and Recovery Model from the Perspective of Public Governance (3)

The introduction of “community-based drug rehabilitation” has provided new guidance for the carrying out of local drug rehabilitation work. Yunnan, Shanghai, Zhejiang, Gansu and other places all started to engage in the exploration and practices of the new community-based drug rehabilitation and recovery mode. Among these places, Guizhou determined an assistance mode combining local governments and enterprises, with the employment promotion of community-based drug rehabilitation and recovery personnel as the core, and based on its situation. According to the new mode, efforts are made to build collective or dispersed replacement points for drug rehabilitation and recovery personnel at all places, while the government provides policy support and loan guarantee for enterprises, and enterprises employ drug rehabilitation and recovery personnel and provide support such as free adanon treatment and employment training. The mode features physical detoxification, physical and mental recovery, job placement, and integration into the society, and aims to enable community-based drug rehabilitation and recovery personnel to get new skills, obtain income, reshape personality, and finally return to the society in the production process.

In the community-based drug rehabilitation work, starting from solving the “employment” problem of drug rehabilitation and recovery personnel and considering job placement as the top priority of drug rehabilitation and recovery work, Guizhou has built a batch of collective placement demonstration points of the “Sunshine Project,” represented by the “sunshine job placement base” in Yunyan District and the “Sunshine Home” in Qingzhen, and created a new mode of the “Sunshine Project” for community-based drug rehabilitation and recovery, featuring physical detoxification, physical and mental recovery, job placement, and integration into the society, with job placement as the core and “sunshine enterprises” as the carrier, to help community-based drug rehabilitation and recovery personnel to get rid of their physiological and psychological dependence on drugs, rebuild confidence, strive to become stronger and support themselves, live and work as ordinary people, and truly return to the society.
