(4) Expansion and improvement stage

At the national meeting, based on the actual situations in Guizhou that there are a large number of drug addicts who live dispersedly and in a mobile manner, and cover a large area (88 counties, districts and cities, and peasants <migrant workers> occupy a large proportion), and in accordance with the summary of previous work, we have further expanded the content and extension of the “Sunshine Project,” added many ways for job placement, including collective placement, dispersed placement, self employment, independent job search, and job placement at public welfare posts. Moreover, we have established different support policies, forming a job placement system for drug rehabilitation and recovery personnel, which has diversified and complementary forms of collective job placement in sunshine factories, dispersed job placement in other enterprises, self employment, independent job search, and job placement at public welfare posts. Meanwhile, we have also established and improved the working system and mechanism for the development of the “Sunshine Project,” to make the “Sunshine Project” become a system project.
