Israeli army misuses crowd control weapons in West Bank: report (2)

"Security forces violate systematically the open-fire and safety regulations, fire carelessly, and no action is taken to put an end to this wrongful conduct," the report said, adding "Even in the rare instances in which investigations into such incidents are conducted, most are closed without the perpetrators or their superiors being held accountable."

Security forces sometimes fire live ammunition during demonstrations. B'tzelem called for prohibiting the use of live ammunition except for in instances of mortal danger.

The organization also called for restricting the use of rubber- coated metal bullets to instances of mortal danger, and completely prohibiting the firing of 40mm teargas canisters in a way that could cause injuries.

For his part, an Israeli Defense Forces spokesman denied the information presented in the report.

"Israeli army is making considerable efforts to minimize any damage to stone-throwing rioters and offenders in the West Bank. Our goal is to always finish the event without casualties," the spokesman said.

"The pointed adverse events in B'tselem's report do not reflect the routine work of the military. B'Tselem chooses to base their conclusions on poor, old and unbased infrastructure," he added.
