On September 26, Turkish Defense Minister Ismet Yilmaz announced that the China National Precision Machinery Import and Export Corporation had won the tender for manufacturing a long-range air and missile defense system for Turkey. In response to this, a U.S. State Department spokesman announced: "We have conveyed our serious concerns about the Turkish government's contract discussions with a U.S.-sanctioned company for a missile defense system."

The U.S. intervention in what is a perfectly normal deal between China and Turkey violates the basic norms governing international relations. Not only will it damage the sound development of China-Turkey ties, but it is also contrary to the aims of the China-U.S. new model of major power relationship: no conflict, no confrontation, mutual respect and win-win cooperation.

Firstly, military trade and exchanges between China and NATO member states is a trend which will be of benefit to world peace and stability. It represents an example of cooperation between a NATO member state and an eastern country on the basis of equality and mutual benefit.

Such cooperation has significance for the other NATO member states in strengthening cooperation with China in international exchanges and cooperation in the field of security. It also is of great value in getting rid of cold-war thinking and creating a new model of East-West cooperation in maintaining world peace and security.

Second, the U.S. intervention in the military exchange and trade between China and Turkey will hinder any improvement in China-U.S. strategic mutual trust, and damage world peace and stability.

Third, hegemony and power politics will undermine the non-proliferation system. China National Precision Machinery Import and Export Corporation runs in accordance with Chinese laws and relevant international laws and treaties. It has never helped any other country or region to develop prohibited weapons, nor has it exported illegal products and technology to any U.N.-sanctioned country or region. The U.S. move seriously violates the basic norms governing international relations and prejudices the sovereignty of both China and Turkey, a step which will be unacceptable to the governments of both countries.
